VSS vs MSS — Know the Difference Before You Sign
Published: April 17, 2026, 10:09 AM
If you’ve recently been offered a separation package, it’s completely normal to feel uncertain about your next step. Whether it’s presented as a Voluntary Separation Scheme (VSS) or a Mutual Separation Scheme (MSS), understanding what you’re agreeing to is crucial before putting pen to paper.
At first glance, VSS and MSS may seem similar—but they serve different purposes and come with distinct implications.
A Voluntary Separation Scheme (VSS) is generally an open invitation extended by an employer to a group of employees. Those who meet the criteria can choose to apply, and the terms are usually standardised across the board. This means less room for negotiation, but also more transparency in what is being offered.
On the other hand, a Mutual Separation Scheme (MSS) is more selective and often initiated by the employer for specific employees. Unlike VSS, MSS packages are typically negotiated privately, allowing for more customised terms. While this can be beneficial, it also means you need to be extra vigilant about what is included—and what isn’t.
One important factor many employees overlook is the potential tax benefit associated with separation packages. Depending on how the package is structured, you may qualify for tax exemptions or reductions. However, this is not automatic—proper structuring and compliance are key.
Employers also have legal responsibilities to fulfil during this process. For example, submitting the required Borang PK notification is part of compliance with labour regulations. This ensures transparency and proper documentation of workforce changes.
Before signing any agreement, take a step back and go through a simple checklist:
Review every term in detail—don’t rely on verbal explanations alone
Confirm that your EPF and SOCSO contributions are fully settled
Look for a Full & Final Settlement clause, which may affect future claims
Never sign under pressure—take the time you need to understand your rights
Ultimately, there is no one-size-fits-all answer when choosing between VSS and MSS. The right decision depends on your personal, financial, and career circumstances. What matters most is that you make an informed choice—one that protects your interests both now and in the future.
